Why NIST AI RMF Matters for Payroll

Payroll is a high-stakes domain for AI deployment. Human-in-the-Loop Requirements

MANAGE sub-category MG-2.2: No autonomous payroll execution. AI systems in payroll should never autonomously confirm a payroll run, modify a W-4 election, change direct deposit routing, or initiate a tax deposit without documented human authorization. The vendor does not absorb your tax liability. When an AI vendor's system miscalculates federal income tax withholding, the employer owes the under-withheld amount to the IRS regardless of the vendor contract. Indemnification clauses in vendor agreements are a secondary recovery mechanism — they do not protect the employer from IRS assessment or FTD penalties.
